Viridor Credits - Sheffield (VCS) Strategy For Funding

The selection panel for Sheffield & South Yorkshire was established in part to apply the Landfill Communities Fund (LCF) strategically within the Sheffield area. A strategy has been developed for giving funds to projects with the aim of helping those applying for funding and to also make sure every project is assessed against the same criteria. This strategy is a guide and needs to be considered alongside other factors such as availability of funds, proximity to a landfill site and any changes that may be made to the LCF.

The main guidelines are set out below and a matrix is also provided to see the criteria needed for specific categories.

General Points:

Maximum level of funding

The maximum amount a project can apply for is normally up to £15,000 with the flexibility of having increased funds depending on the amounts of money available for each quarter. VCS will rarely provide 100% funding so match funding is essential. All projects falling within the strategy will be judged according to their merits, but the level of awards will also depend on the source and amount of landfill tax credits available to VCS.

Location of projects

When making decisions about distribution of funds the panel will bear in mind the location of the projects. Although projects within 10 miles will be eligible, projects within 5 miles of the landfill site will be favoured.

Ongoing revenue costs & salaries

VCS funding can be used in support of salaries in the short term and particularly where a new opportunity has been created. Organisations seeking funding for salaried posts will generally be expected to seek ongoing funding after one year.
VCS is more likely to be more forth coming for new pilot projects rather than providing ongoing funding.

Sustainable development

Priority will be given to projects which demonstrate a sustainable approach such as local resources & involvement of the local community. Priority will be given to applications which show evidence of self help.

Match Funding

A six month commitment date will be put on projects which have applied for funding from else where. You will need to show evidence that other funding has been sort.

Category (A) Covers the reclamation of land whose use has been prevented because of previous activity.

Not considered a priority issue for VCS to address in Sheffield.


 

 


Category (B) Covers the reduction or prevention of pollution caused by previous activity.

Not considered a priority issue for VCS to address in Sheffield.

 

 


Category (D) Protection of the environment, the provision, Maintenance or improvement of public amenities and parks.

























Village halls, church buildings and other community buildings – will fund provision where

1- Priority is to bring facilities up to standard for community use.

2- To help retention of vital community services.

3- To improve facility by offering more services to the needs & demands of the community.













Running costs of ongoing projects.

Costs for tools & machinery.

Salaries for more than one year.

Legal fees, architectural plans & master plans.

Car parks for public amenities.




















Preference to projects that show existing provision is inadequate & insufficient.

Preference for projects where local community has a sense of ownership of a project and a genuine involvement in its development to prove a need for the facility. Evidence that it is self sufficient self managed and sustainable is also preferred.

Community access to churches. There must be evidence that the provision for community access is being improved in a church & that there is evidence that this will become a genuine facility for the wider community to include more facilities and benefits for them.

Public access must be shown. The public parks & playgrounds must be open at least 84 days a year for 4 evenings or 2 full days a week.

Category (D) Protection of the environment, the provision, Maintenance or improvement of public amenities and parks.





Public Parks & Playgrounds will fund provision for:

1- Children’s playgrounds, skate parks, sports facilities and local parks where existing provision is insufficient or equipment needs to be replaced & where the local community is fully consulted & involved.

Rights of way:

Will not normally fund provision for:

improvement/maintenance where it is a statutory duty of a landowner or local authority







Preference to projects that show existing provision is inadequate & insufficient.

Preference for projects where local community has a sense of ownership of a project and a genuine involvement in its development to prove a need for the facility. Evidence that it is self sufficient self managed and sustainable is also preferred.

Category (D) Protection of the environment, the provision, Maintenance or improvement of public amenities and parks.










Walking, strategic footpaths & cycle ways.

1-Projects to encourage walking & cycling and improve access for all & form part of a wider initiative to add to existing provision.

2- Strategic footpaths or cycle ways that help create circuits or networks or link to key destinations.

 

Public access must be shown. The public parks & playgrounds must be open at least 84 days a year for 4 evenings or 2 full days a week.

If the area is part of any planning condition then it is not eligible for funding





Category (DA) projects that are for the protection of the environment and the conservation / promotion of biological diversity on land or water.

Need to demonstrate the value of the project within the BAP (Bio diversity Action Plans) process


Multiple project site application under one project application.




Provides a focus for bio diversity projects funded by LCF. Projects should tie in to BAPS and fit in to the planning process. Public access is not a requirement.


Category (E) Covers restoring and repairing buildings that are for religious worship, or are of architectural or historic interest.

Will fund churches in desperate need of restoration and repair in order for it to stay open to the public.

Unlikely to fund projects over £5,000 towards church infrastructure projects.



Can only fund repair and restoration. Cannot fund new build.
